RACES or Radio Civil Emergency Service was established by the Civil Defense agency during
the post World War II era. Comprised of licened amateur radio operators, RACES was to
provide auxilliary communication in the case that normal communications were disrupted
by a a nuclear attack. Today, still recognized by the Federal Emergency Management
Agency (FEMA) and the Federal Communications Commission (FCC) RACES provide a vital
communication link between Federal, State and Local emergency management. For more
